WASHINGTON – Osama bin Laden was unquestionably within reach of U.S. troops in the mountains of Tora Bora when American military leaders made the crucial and costly decision not to pursue the terrorist leader with massive force, a Senate report says.



The report asserts that the failure to kill or capture bin Laden at his most vulnerable in December 2001 has had lasting consequences beyond the fate of one man. Bin Laden's escape laid the foundation for today's reinvigorated Afghan insurgency and inflamed the internal strife now endangering Pakistan, it says.



Staff members for the Senate Foreign Relations Committee's Democratic majority prepared the report at the request of the chairman, Sen. John Kerry, as President Barack Obama prepares to boost U.S. troops in Afghanistan.



The Massachusetts senator and 2004 Democratic presidential candidate has long argued the Bush administration missed a chance to get the al-Qaida leader and top deputies when they were holed up in the forbidding mountainous area of eastern Afghanistan only three months after the Sept. 11, 2001, terrorist attacks.



Although limited to a review of military operations eight years old, the report could also be read as a cautionary note for those resisting an increased troop presence there now.



More pointedly, it seeks to affix a measure of blame for the state of the war today on military leaders under former president George W. Bush, specifically Donald H. Rumsfeld as defense secretary and his top military commander, Tommy Franks.



"Removing the al-Qaida leader from the battlefield eight years ago would not have eliminated the worldwide extremist threat," the report says. "But the decisions that opened the door for his escape to Pakistan allowed bin Laden to emerge as a potent symbolic figure who continues to attract a steady flow of money and inspire fanatics worldwide. The failure to finish the job represents a lost opportunity that forever altered the course of the conflict in Afghanistan and the future of international terrorism."



The report states categorically that bin Laden was hiding in Tora Bora when the U.S. had the means to mount a rapid assault with several thousand troops at least. It says that a review of existing literature, unclassified government records and interviews with central participants "removes any lingering doubts and makes it clear that Osama bin Laden was within our grasp at Tora Bora."



On or about Dec. 16, 2001, bin Laden and bodyguards "walked unmolested out of Tora Bora and disappeared into Pakistan's unregulated tribal area," where he is still believed to be based, the report says.



Instead of a massive attack, fewer than 100 U.S. commandos, working with Afghan militias, tried to capitalize on air strikes and track down their prey.



"The vast array of American military power, from sniper teams to the most mobile divisions of the Marine Corps and the Army, was kept on the sidelines," the report said.



At the time, Rumsfeld expressed concern that a large U.S. troop presence might fuel a backlash and he and some others said the evidence was not conclusive about bin Laden's location.

Declaring that he is determined to be the last president confronted with reshaping health care in America, President Barack Obama proposed a 10-year, $900 billion plan Wednesday night to overhaul a system that he said had left the country at “a breaking point.”

In a prime-time address to a joint session of Congress, Obama laid out the specifics of his proposal to change the way Americans’ medical care is paid for, responding to critics who have complained that he has not set forth precisely what he thinks the new program should be.

Obama outlined what he called the favored proposals of extremes on both sides of the health care debate: a single-payer system like Canada’s, in which the government provides coverage for everyone, and a dismantling of the employer-based system, leaving individuals to buy insurance on their own.

The president rejected both options, saying they would represent “a radical shift that would disrupt the health care most people currently have” — something that he said could not be allowed to happen. Instead, he charted a middle course on the most contentious issue of the entire debate — whether the government should directly pay for some Americans’ health insurance beyond the current Medicare and Medicaid programs.

While Obama strongly endorsed what has come to be known as the “public option,” he offered it as only a small component of a larger “insurance exchange” in which individual Americans and small businesses could pool their negotiating power to wrest better coverage and lower rates from private insurance companies.

“It would only be an option for those who don’t have insurance,” Obama said. “No one would be forced to choose it, and it would not impact those of you who already have insurance.”

And even then, he said that he would be open to alternatives as long as they accomplished the “ultimate goal” — ensuring coverage for uninsured Americans and promising “security and stability” for those who already have coverage.

That was not sufficient for Rep. Charles Boustany, R-La., who delivered the official Republican response.

“The president had a chance tonight to take government-run health care off the table. Unfortunately, he didn’t do it,” said Boustany, a cardiothoracic surgeon.

Obama: ‘Time for games has passed’
Obama’s address came against the background of harsh back and forth between proponents of competing health care proposals.

The president went out of his way to denounce the “scare tactics” of his opponents, which have included false claims that the government would convene panels to decide whether ill, elderly Americans should be forced to die.

House Democrats set stage for health care vote

WASHINGTON - In a coup for House Democrats, AARP will endorse sweeping health care overhaul legislation headed for a history-making floor vote, officials told The Associated Press on Wednesday.
An endorsement from the seniors' lobby was critical when then-President George W. Bush pushed the Medicare prescription drug benefit through a closely divided Congress in 2003. House Democratic leaders are hoping it will work the same political magic for them as they strive to deliver on President Barack Obama's signature issue.
An announcement from the 40-million member group is expected Thursday, said officials with knowledge of the group's decision. They spoke on condition of anonymity because the endorsement is not official yet. Backing the 10-year, $1.2 trillion House bill is a tricky move for AARP. Many retirees are concerned about cuts in Medicare payments to medical providers, which will be used to finance an expansion of health insurance coverage to millions of working families who now lack it.


Vehicle insurance

Credit insurance

Liability insurance

Liability insurance is a very broad superset that covers legal claims against the insured. Many types of insurance include an aspect of liability coverage. For example, a homeowner's insurance policy will normally include liability coverage which protects the insured in the event of a claim brought by someone who slips and falls on the property; automobile insurance also includes an aspect of liability insurance that indemnifies against the harm that a crashing car can cause to others' lives, health, or property. The protection offered by a liability insurance policy is twofold: a legal defense in the event of a lawsuit commenced against the policyholder and indemnification (payment on behalf of the insured) with respect to a settlement or court verdict. Liability policies typically cover only the negligence of the insured, and will not apply to results of wilful or intentional acts by the insured.
Public
liability insurance covers a business against claims should its operations injure a member of the public or damage their property in some way.
Directors and officers liability insurance protects an organization (usually a corporation) from costs associated with litigation resulting from mistakes made by directors and officers for which they are liable. In the industry, it is usually called "D&O" for short.
Environmental liability insurance protects the insured from bodily injury, property damage and cleanup costs as a result of the dispersal, release or escape of pollutants.
Errors and omissions insurance: See "Professional liability insurance" under "Liability insurance".
Prize indemnity insurance protects the insured from giving away a large prize at a specific event. Examples would include offering prizes to contestants who can make a half-court shot at a basketball game, or a hole-in-one at a golf tournament.
Professional liability insurance, also called professional indemnity insurance, protects insured professionals such as architectural corporation and medical practice against potential negligence claims made by their patients/clients. Professional liability insurance may take on different names depending on the profession. For example, professional liability insurance in reference to the medical profession may be called malpractice insurance. Notaries public may take out errors and omissions insurance (E&O). Other potential E&O policyholders include, for example, real estate brokers, Insurance agents, home inspectors, appraisers, and website developers.

Property insurance

Property insurance provides protection against risks to property, such as fire, theft or weather damage. This includes specialized forms of insurance such as fire insurance, flood insurance, earthquake insurance, home insurance, inland marine insurance or boiler insurance.
Automobile insurance, known in the UK as motor insurance, is probably the most common form of insurance and may cover both legal liability claims against the driver and loss of or damage to the insured's vehicle itself. Throughout the United States an auto insurance policy is required to legally operate a motor vehicle on public roads. In some jurisdictions, bodily injury compensation for automobile accident victims has been changed to a no-fault system, which reduces or eliminates the ability to sue for compensation but provides automatic eligibility for benefits. Credit card companies insure against damage on rented cars.
Driving School Insurance insurance provides cover for any authorized driver whilst undergoing tuition, cover also unlike other motor policies provides cover for instructor liability where both the pupil and driving instructor are equally liable in the event of a claim.
Aviation insurance insures against hull, spares, deductibles, hull wear and liability risks.
Boiler insurance (also known as boiler and machinery insurance or equipment breakdown insurance) insures against accidental physical damage to equipment or machinery.
Builder's risk insurance insures against the risk of physical loss or damage to property during construction. Builder's risk insurance is typically written on an "all risk" basis covering damage due to any cause (including the negligence of the insured) not otherwise expressly excluded. Builder's risk insurance is coverage that protects a person's or organization's insurable interest in materials, fixtures and/or equipment being used in the construction or renovation of a building or structure should those items sustain physical loss or damage from a covered cause.

fidelity bond is a form of casualty insurance that covers policyholders for losses that they incur as a result of fraudulent acts by specified individuals. It usually insures a business for losses caused by the dishonest acts of its employees.
Flood insurance protects against property loss due to flooding. Many insurers in the U.S. do not provide flood insurance in some portions of the country. In response to this, the federal government created the National Flood Insurance Program which serves as the insurer of last resort.
Home insurance or homeowners' insurance: See "Property insurance".
Landlord insurance is specifically designed for people who own properties which they rent out. Most house insurance cover in the U.K will not be valid if the property is rented out therefore landlords must take out this specialist form of home insurance.
Marine insurance and marine cargo insurance cover the loss or damage of ships at sea or on inland waterways, and of the cargo that may be on them. When the owner of the cargo and the carrier are separate corporations, marine cargo insurance typically compensates the owner of cargo for losses sustained from fire, shipwreck, etc., but excludes losses that can be recovered from the carrier or the carrier's insurance. Many marine insurance underwriters will include "time element" coverage in such policies, which extends the indemnity to cover loss of profit and other business expenses attributable to the delay caused by a covered loss.
Surety bond insurance is a three party insurance guaranteeing the performance of the principal.
Terrorism insurance provides protection against any loss or damage caused by terrorist activities.
Volcano insurance is an insurance that covers volcano damage in Hawaii.
Windstorm insurance is an insurance covering the damage that can be caused by hurricanes and tropical cyclones.

Life insurance

Life insurance provides a monetary benefit to a decedent's family or other designated beneficiary, and may specifically provide for income to an insured person's family, burial, funeral and other final expenses. Life insurance policies often allow the option of having the proceeds paid to the beneficiary either in a lump sum cash payment or an annuity.
Annuities provide a stream of payments and are generally classified as insurance because they are issued by insurance companies and regulated as insurance and require the same kinds of actuarial and investment management expertise that life insurance requires. Annuities and pensions that pay a benefit for life are sometimes regarded as insurance against the possibility that a retiree will outlive his or her financial resources. In that sense, they are the complement of life insurance and, from an underwriting perspective, are the mirror image of life insurance.
Certain life insurance contracts accumulate
cash values, which may be taken by the insured if the policy is surrendered or which may be borrowed against. Some policies, such as annuities and endowment policies, are financial instruments to accumulate or liquidate wealth when it is needed.
In many countries, such as the U.S. and the UK, the
tax law provides that the interest on this cash value is not taxable under certain circumstances. This leads to widespread use of life insurance as a tax-efficient method of saving as well as protection in the event of early death.
In U.S., the tax on interest income on life insurance policies and annuities is generally deferred. However, in some cases the benefit derived from tax deferral may be offset by a low return. This depends upon the insuring company, the type of policy and other variables (mortality, market return, etc.). Moreover, other income tax saving vehicles (e.g., IRAs, 401(k) plans, Roth IRAs) may be better alternatives for value accumulation

Casualty

Casualty insurance insures against accidents, not necessarily tied to any specific property.

Crime insurance is a form of casualty insurance that covers the policyholder against losses arising from the criminal acts of third parties. For example, a company can obtain crime insurance to cover losses arising from theft or embezzlement.
Political risk insurance is a form of casualty insurance that can be taken out by businesses with operations in countries in which there is a risk that revolution or other political conditions will result in a loss.

Accident, Sickness and Unemployment Insurance

Disability insurance policies provide financial support in the event the policyholder is unable to work because of disabling illness or injury. It provides monthly support to help pay such obligations as mortgages and credit cards.
Disability overhead insurance allows business owners to cover the overhead expenses of their business while they are unable to work.
Total permanent disability insurance provides benefits when a person is permanently disabled and can no longer work in their profession, often taken as an adjunct to life insurance.

People who decided not to buy health insurance eventually affect the lives of every American.

Regardless of the reasons, having so many uninsured individuals drives up the cost of goods when people get sick and cannot do their job.

Also when many people in a company choose not to purchase health insurance, it sends a message to the employer that health insurance may not be an important benefit which in-turn could cost other workers a loss of their health insurance benefit.

In addtion when healthy people choose not to be a part of their company's health insurance pool, it raises the costs for everyone else because the risk is spread through less people.

And, when people make such low wages that they cannot afford health insurance, the number of people eligible for Medicaid rises (which is paid by your tax dollars!).

For these reasons, many have encouraged the government to switch to a Universal Health Care System where the government would help manage health care.

unmbrella insurance

With the common occurrence of lawsuits, umbrella insurance for every home, auto, and watercraft owner is a must.

Umbrella insurance is make to give one extra liability protection above and beyond the limits on homeowners, auto, and watercraft personal insurance policies.

With an umbrella policy, depending on the insurance company, one can add an additional 1-5 million in liability protection.
You must not count on Medicare or Medicare Supplemental Insurance to pick up the bill.



If you can qualify, Medicaid may pay up to half of the cost. Choosing long term care insurance can help you pay for the costs of a nursing facility or home care if the need arises.

The people who live in a National Flood Insurance Program area is eligible and can buy flood insurance.

These areas are not always prone to floods so even if you think your area is low risk you may be eligible.

The need of Insurance

Insurance is needed as a protection against catastrophic disasters.
As a rule if you can pay for the loss or damage without a financial hardship then pay it, otherwise expect your insurance premium to eventually show an increase.
Also, buying every type of insurance just isn't necessary. Sometimes the risk is worth taking rather than paying a premium
